Most of the poor work and do not draw welfare. It has been proven time and time again that increased spending does not help educational achievement. How then will taxing the necessities of life, which includes food in Kansas , be more helpful than cutting funding for education, which will not decrease the already dismal education and welfare which most poor do not use. Perhaps the KASB would sell their new building and help the poor.
