Introduced by Rep. Carl Holmes (R) on February 3, 2010, in his role as committee chair, to authorize any Kansas government entity to contract for "capital cost avoidance" measures, meaning the expenditure of construction or capital outlay funds for energy conservation improvements that save money over time. The cost of a project could not exceed its projected savings over, at most, a 30 year period. Cost avoidance measures to be allowed include insulation, storm windows, venting modifications, energy recovery systems, tankless hot water systems, and other specified improvements.
