Introduced by Rep. Clay Aurand (R) on February 2, 2010, in his role as committee chair, to create a school finance computation that would annually set the minimum and maximum amount of state aid for special education that any school district may receive. The existing special education finance formula would not be changed, but its results for any given district could call into play the new cap or floor parameters that might trigger an automatic state aid increase or decrease from what that district would otherwise receive.
