Introduced by Sen. Tim Owens (R) on February 6, 2009, in his role as a committee chair, to make it illegal for a scrap metal dealer to purchase any items of regulated scrap metal without getting a signed statement by the seller that each item is the seller’s property, is free of encumbrances and is not stolen, or the seller is acting for the owner and has permission to sell the items. Before a scrap metal dealer can purchase a junk vehicle, they must record the vehicle identification number, obtain an appropriate vehicle title or a bill of sale for an impounded vehicle. Among other requirements of the bill, scrap metal dealers must keep a register when making purchases detailing information about the seller of scrap metal.
