Introduced by Sen. Jay Emler (R) on February 5, 2009, in his role as a committee chair, to increase the number of low income families that can participate in the low-income family postsecondary savings account program. Beginning in 2009, 300 applications can be approved by per Kansas congressional district. If there are less than 300 approved applications in a congressional district, additional applications from other districts could be approved up to the program maximum of 1,200. Every dollar that program participants save in a family postsecondary savings account, after they establish the account with $100, is matched by the state on a dollar-per-dollar basis, up to a maximum of $600 in a calendar year.
